为什么有修订账本

公共记录是 civic ledger，不是社媒 feed：修改可见、归属保留、可回溯。(AC-019)

历史归属规则

发布时记录的公开标签默认永久保留；账号删除不改写历史。整体遮蔽是例外治理，不是常规改名。(ADR-013)

身份锁定

第一次第三方参与后，Owner 的公开显示身份锁定；内部更正法定姓名不改变已锁定的公开标签。(AC-056)

修订账本规则

每次公开修改保留行动者、时间与变更字段。历史归属按发布时记录保留；账号删除不擦除公共历史——支持的安全情形才做整体归属遮蔽（前任负责人）。
