这项权力属于 Mayor，而不是居民。Mayor 可以在会议当日或其后30日内要求 Council 重新审议并再次表决；居民只能请求 Mayor 考虑使用这项权力。
重新审议不保证结果改变。法条也没有规定居民提出请求后，原决议自动暂停。发送前应确认法定期限是否仍然开放。

I am writing to respectfully ask you to exercise your authority under section 131 of the BC Community Charter and require Richmond City Council to reconsider Resolution R26/14-10, adopted on July 27, 2026.
My concern is not whether Council is entitled to condemn racism or discriminatory speech. Of course it is. My concern is the process used when Council directed its institutional authority toward an identifiable private citizen.
Resolution R26/14-10 formally characterized the citizen’s messaging as discriminatory, requested an apology, and directed that the matter be forwarded to the BC Human Rights Tribunal. Yet serious questions remain about whether, before that decision was made, the affected individual received notice, had an opportunity to respond, or whether Council had reviewed the complete underlying publication and the relevant context.
This is an issue of procedural fairness, not an endorsement of the original image or message.
A municipal government should be able to strongly oppose racism while also ensuring that when it formally condemns an identifiable private citizen, basic standards of fairness are respected. Those principles should apply regardless of the citizen’s ethnicity, political views, or whether Council agrees with the person’s speech.
Section 131 of the Community Charter specifically gives the Mayor authority, within 30 days of the original vote, to require Council to reconsider and vote again on a matter.
I therefore respectfully ask you to:
1. Invoke Community Charter s.131 before the statutory deadline and require Council to reconsider Resolution R26/14-10;
2. Ensure that any reconsideration is based on the complete publication and relevant factual record;
3. Give the affected individual a reasonable opportunity to provide his account and supporting information before Council reaches a new decision; and
4. Clarify publicly what action, if any, was actually taken to “forward” the matter to the BC Human Rights Tribunal.
Reconsideration would not require Council to agree with the citizen or approve of the original image. It would simply demonstrate that Richmond is committed both to opposing discrimination and to fair, accountable government.
